THE CHALLENGE
Long lines, slow processing, and lack of information. Incomplete requirements were the top bottleneck named by 9 of 11 offices, and 7 of 11 had no online presence at all.
THE APPROACH
Before a single screen was designed, we listened. The survey and interviews set the priorities — starting with the busiest counters: Health, MSWDO, and Treasury.
THE PLATFORM
Two sides, one shared purpose: the resident app for everyday services, and CityPulse for coordinating across offices with role-based access and an audit trail.

Appointment booking was the top request from residents (59%), followed by reporting barangay concerns (57%) and scholarship tracking (52%).
